Abstract

The proposed method of rank positioning of railways, selection of optimizing criteria evaluation is tested on systemic and provable examples. Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT Prevention of the majority of emergency situations in navigation is based on observing a certain distance between vessels, which allows timely taking precautionary measures in order to avoid contact. The thus created conditional space of safety distances forms a navigation safety zone. The article gives a universal conceptual definition of such a zone, a generalized structural classification of factors affecting its size and shape, the nature of the isolinear zonal boundary. The concepts of isoasphalia as an idealized safe boundary, as well as an isoasphalic surface forming an idealized safe area around the vessel are introduced. On the basis of set theory, a variational law of variation of piecewise functions describing a safe space asymmetric with respect to the vessel’s diametric plane is derived. The resulting expression allows us to identify the boundary of an asymmetric elliptical navigation safety zone. Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT The problem of uneven wear of a wheel set is considered by many scientists of the world, in the works related to car building. New software complexes for mathematical modeling are being created, and each follows its own theory of rolling stock dynamics. In this article the main provisions for deformation and wear of a wheel along the circle of rolling during car movement are considered. In this case, the elastic sliding model is described in more detail. During wheel rolling and in the presence of torque in the contact area, there is always a gripping area that is located at the entrance, and an area of slippage at the exit. It is proved that the coefficient of slippage is equal to deformation in the gripping area. Under certain kinematic and dynamic conditions, a stress distribution graph is plotted in the contact zone. On the basis of the theory of tangential stresses, a displacement formula is obtained, which is transformed into a new formula for the creep coefficient, which retains the physical meaning of the value found. Abstract

The article defines the regenerative energy efficiency indicators for braking and i t s components. The influencing factors and the empirical coefficients determining the degree and nature of the energy distribution of regeneration at the railway section, are determined. The initial data are listed, preparatory calculations and the algorithm of the method of evaluating the efficiency of regeneration are presented. A method is proposed for distributing the energy returned to traction substations according to the components of its beneficial use. Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT Protection of individual linear elements (pipelines) is performed using technical, technological and other measures that ensure their operability in the presence of a process of progressive damage, that is, an emergency scenario where the pipelines of the system fail in a random sequence. With the help of the simulation method it is established that the greatest protective effect is observed if a group of pipelines is located near the source of the product, and all unprotected consumers are present in the protected fragment. It is shown that the topology of a «line» or «tree» type is preferable for the protected fragment of the system (simplex). Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT An intensive technological regime for increasing the stability of weak soils is proposed to ensure safety of the roadbed on the site with the eternally frozen base of the Northern latitudinal railway Salekhard-Nadym. It is shown that it is necessary to take into account talik zones at the design stage, which can cause various deformations. On the basis of the fundamental principles of the mechanics of frozen soils, technological regularities are established f o r increasing the strength characteristics which include the angle of internal friction and cohesion of soil with decreasing humidity and draining water from the active layer and talik beyond the construction site. The application of intensive technology for reinforcing the roadbed during the construction of routes in the permafrost zone is substantiated. Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT In real conditions, the schedule of transport maintenance of production facilities is very often violated, inter-operative downtime of technical equipment, of vehicles of cargo loading and unloading operations, production units and rolling stock arises. The authors propose to move towards the adaptive form of the schedule of organization of transportation through a dynamic transport task with delays in the network setting. The main criterion for optimization is establishing of minimum transport and production costs. The article presents a methodology for calculating the cost parameters needed to solve the task. The methodology allows to determine the cost of the components of the transport process, characteristic of the metallurgical plant. The calculation of cost coefficients is presented using the example of transportation required by the blast furnace shop. Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT In the countries of the European Union and Russia, the owner of the railway infrastructure is the state, and the rolling stock is owned by private companies. With this model of organizing the railway industry, the main source of income for the owner of the public infrastructure is freight transportation. The main advantages of this model are the low level of monopoly power of the rolling stock owners and low probability of discrimination in access to infrastructure, and the disadvantages are low incentives for investing in infrastructure development. Consequently, the main problem for a monopolist is to attract cargo owners to transportation by rail. As it is known, the criterion of attractiveness of a particular mode of transport for a cargo owner is the cost of transportation (low tariff load), which is regulated on the Russian Railways by Price list 10-01 «Tariffs for transportation of goods and infrastructure services performed by Russian railways». Since reorganization of the tariff system in 2003, the car component of the railway freight tariff varies depending on the market conditions of the fleet of freight cars owned by the operator companies, and the infrastructure component is regulated by the infrastructure owner which is the the state. At the same time, the role of state antimonopoly regulation is of great importance, which directly affects the rail freight transportation market, and, as a consequence, the tariff. An alternative is the American model of railway organization (used in the US, Canada, some countries of South America), which has a high level of monopoly power of carriers, rolling stock operators and infrastructure owners, high probability of discrimination in access to infrastructure, high incentives to invest in infrastructure modernization. At the same time, several vertically integrated companies operate on the rail freight transportation market, and competition occurs both between private railway infrastructures and between carriers and rolling stock owners who can compete on each other’s infrastructure. State antimonopoly regulation is absent, which increases the importance of bilateral contracts between market participants. A consequence of this is the dependence of the tariff on rail freight transport exclusively on the market conjuncture. The article shows the sequence of evolution of the current Price list 10-01 «Tariffs for transportation of goods and infrastructure services performed by Russian railways» in market conditions. The foreign experience of state regulation of freight tariffs is considered at the example of two alternative models - American and European. The analysis of influence of demand and supply, formed on the domestic market by owners of cars, has been made. The structure of tariff classes and the principles of their formation are shown. One of the key features of the current system is the so-called «tariff corridor». The most significant problems are identified - cross-subsidization of lowyield cargo traffic and tariff construction by a cost principle in a state-regulated segment. Abstract
[For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT In the system of railway traffic organization, the forecast of passenger flows is an information and analytical basis for development of train schedule and calculation of train schemes. For making sound management decisions, high accuracy of the forecast and a methodological base that meets modern conditions are necessary. The article is devoted to the study of the methods of calculation of passenger traffic, taking into account the specifics of their formation in the federal entities of the Russian Federation. A classification of regions according to the characteristics and trends in development of demand is proposed. The choice of an approach to forecasting the volumes of intraregional demand was carried out on the basis of the algorithm developed by the authors. The results of calculations are presented and the areas of application of forecast methods are determined depending on the local features identified. ABSTRACT The development of high-speed transport in European countries began more than 30 years ago and since then large HSR networks have been developed. And as the development of HSR in the territory of Russia is a topical issue now, it seems relevant to carry out analysis and to identify the laws governing the development of HSR in Europe in the context of searching for the most optimal schemes for development of high-speed transport in Russia. In this paper, we analyze the structure of population distribution and its impact on development of HSR in France, Germany and Spain. On the basis of the analysis, a number of regularities have been revealed, which make it possible to explain many aspects of development and functioning of HSR by the features of population distribution. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT From automatic tracking of fulfillment of one of many variants of a plan for train formation, it is time to move on to a flexible operational system of its timely adjustment. The management of car flows should include two systems: long-term and operational. The long-term goal is to solve in advance issues related to direction and distribution of car flows, correspondence between the number of train assignments and loading of technical stations with possibilities of track development and processing ability. The operational system should react to changes in calculation standards and values of car flows, increase or decrease the technical capacity of structures, infrastructure devices and rolling stock, difficulties in operating work. The inclusion of dispatchers in organization of car flows will allow to optimize implementation of the plan for formation of trains. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT The article is devoted to development of a universal terminological apparatus for a clear grouping of various terminal-warehouse infrastructure (TWI) objects by their functional types and position peculiarities in the cargo delivery system. On the basis of the analysis of the scientific literature, a lot of definitions of the concept of «TWI object» are visualized. An analog logistic functional is considered and classified. The interpretation of the term «logistic object» is offered, a comparative analysis of existing and proposed definitions is made. The new terminology will allow to consolidate a comprehensive, unified approach to the study of TWI objects, which can later become an applied tool for compiling parametric series and forming standardized requirements for such objects. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT In the current provision on the system of track management of JSC Russian Railways, the existing criteria for assignment of main types of repair of the track do not allow making unequivocal decisions on timing of future repairs. The article discusses a methodology and model that helps to justify the time of overhaul in order to actualize the application of the specified criteria and extend the period of operation of the track in the zone of track sections where tonnage of transported goods has exceeded the standard cumulated value, requiring thus maintenece works (called operating time in terms of tonnage). This methodology is based on forecasting of failures of its elements using the developed model. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT The author examines the features of the light signaling system operating on the Bulgarian railways, designed to regulate movement of trains and ensure safety of people, goods and vehicles at railway crossings. On the basis of the heuristic approach, the maximum (limiting) range of visibility of signal lights of traffic lights is determined, a comparative analysis of data obtained in different weather conditions (including snow drifts), different time of day (day, night), at a different threshold of light sensitivity of the human eye depending on the strength of the light source (in particular, the specificity of mast and dwarf traffic lights) is suggested. This is due to the general growth of the terrorist threat in the world - a number of terrorist acts have been committed in subways of various countries of the world, including Russia, the United States, Britain, Japan and France. For effective measures to counteract such acts, it is necessary to clearly know the trends of modern terrorism, particularly on the basis of systematization and analysis of statistical data on the terrorist acts committed in the metro with the subsequent formation of a matrix of trends, which in this case was done by the authors of the article. The proposed matrix helps to assess terrorist threats for Russian subways and can be used to develop measures to ensure their transport security. [For the English abstract and full text of the article please see the attached PDF-File (English version follows Russian version)].ABSTRACT In dealing with issues related to investigation and examination of road accidents, preference is usually given to measurements and quant i tat ive assessments, while qualitative analysis and assessment are allowed. When carrying out expert studies, the source of the initial data is the results of an inspection of the place of the road accident, inspection of vehicles, photographs, diagrams showing traces and other objects bearing information about the event. The actions of experts should help to increase the volume of information (re-examination, experimental modeling of tracks, request for additional data). The article deals with theoretical aspects of expert heuristics, including purposes and possibilities of examination, the types of process models and their constituent elements. Broad international contacts allow developing mutual understanding, strengthening business ties, transferring knowledge, maintaining historical continuity in the field of railway traffic. At the end of July last year a group of Polish railway workers returned from the Trans-Siberian Railway journey. Judging by the published notes, they had the opportunity to satisfy not only professional interest, but also got acquainted with the history of the Trans-Baikal Territory, the past of the Buryat and Mongolian people. (1902-1975) - scientist, teacher, engineer-inventor. He is the author of fundamental works on the history of energy, theory and methodology of the history of technology. ABSTRACT The published article about Ivan Ivanovich Polzunov was retrieved from the journal Nauka i zhizn (Science and Life - in English), 1953, Iss. 12. That is, it came out 65 years ago and was dedicated to the 225th anniversary of the birth of the remarkable Russian mechanic, heating engineer, the creator of the universal steam engine, the world’s first two-cylinder machine. In the archives of the press, of course, a lot of other research work on a man of such a bright and extraordinary, even dramatic fate, has accumulated. To continue the topic dedicated to Ivan Polzunov, the editorial board of World of Transport and Transportation suggests an article of Alexey D. Sergeev, the leading researcher of the Polzunov’s engineering heritage. The article was published in Polzunovsky Almanac, the yearly edition which by itself is a living testimony of the recognition of the merits of our famous compatriot. Yu. - an Outstanding Railway Worker. Moscow: Infra-M publ., 2018, 418 p. + electronic application. ABSTRACT The monograph is devoted primarily to railway works and worthiness of Sergey Yulyevich Witte, a prominent statesman, diplomat, economist, financier, a reformer. Count Witte was Minister of Railways, Minister of Finance, Chairman of the Council of Ministers of the Russian Empire. He is the author of the first Charter of railways, the creator of the theory of tariffs, the actual head of the construction of the Great Siberian railway, his efforts made possible the success of gold and currency reform and the introduction of the state liquor monopoly. And he is the initiator of the peasant reform, the creator of the Manifesto on October 17, 1905, the creator of the first Russian constitution. Multivariate activities of this man’s service to the Fatherland and the high level of professionalism successfully combined with unquestionable scientific intellect and talent of the organizer.
