Abstract
The authors put forward a technique of stationarization of the failure flow intended for calculating reliability rates of aging objects of transportation and communication networks. They propose to substitute a stationarization of a real non-stationary failure flow for a stationary one with a parameter ƛ, chosen on the basis of some additional considerations, and study two possible approaches to solve the problem.

Abstract
The author continues the study (see MT Journal 2009 vol.2) on dependencies of the structure of elementary events on probability of wheelset skidding of a freight railway car and presents a definition of the zones of estimation of probability of the events preceding skidding. The difference (Δψ) (based on the dependencies of standard calculation of automatic brake) between a calculated and a real creep coefficient is grounded as a parameter, defining conditions of the beginning of wheelset skidding, caused by reduced creep coefficient, wheelset unloading, off-nominal displacement of spring-mounted parts of a wagon (events A, B, C respectively). The parameter Δψ serves to formalize the conditions causing the events A, B, C.

Abstract
The article refers to the upgrading of elementary components of optoelectronics. The authors use the theory of waveguides and mathematical simulation of wave processes in planar multilayer wave conductor to calculate the correlation between parameters of optical devices and the quality of their fabrication. The propagation constant b is defined by solving of a set of equations and by finding a dispersion relation with the help of MathCad. The simulation proves that the reflection factor of wave conductor, which is equal to relation between the energy of electric field in the cladding and the energy in the core, depends on the wave length. The study on the field of a waveguide in a cross section permits to find optimum parameters (N , nj) of a waveguide to reduce losses in the cladding. The results give the opportunity to assess the outlooks for resolving capacity of manufacturing technology for multilayer structures which are elementary components for semiconductor devices, especially for the structures less than 100 nm (low-dimensional and quantum structures).

Abstract
The method proposed by the author is intended to design the tank cars, allowing modeling of longitudinal oscillations of liquids in a tank car without natural experiments. The author describes solution of a problem of defining of the frequencies of natural vibrations of the liquid, which relates to a probable resonance effect during car movement, that causes a risk of sharp increase of an amplitude of relocations, accelerations and efforts, effecting the car elements. He also uses a variational method to model luquid’s vibrations.

Abstract
The authors describe the researches on resonance wave oscillations in the port of Kholmsk and negative influence of the sea elements on unloading of the trains arriving to Sakhalin from the continent port of Vanino by train ferry. The authors used autonomous and cable recorders of sea-floor hydrostatic pressure that reflected the variations of sea surface. It was proved that during tsunami the zero mode of resonance oscillations with 8 min period increased largely in the port bay. During the storms not only the zero mode but also the peer longitudinal seiche of the bay increased. This seiche has nodal line in the center and antinode in the apex of the bay.

Abstract

Hanin M.S. International Merchant Shipping. Economics. Politics. – Moscow, Transport literature: TransLit publications, 2011. – 128 pp.

International aspect has always been an inherent feature of mercantile marine and of its operation, nevertheless national interests of the respective states (non necessarily those of the flag) have also been of great importance. The own shipping resources ensure for national economics an independence of foreign trade, a certain autonomy regarding freight market situation. The reviewed book describes different aspects of this topic.
