Abstract
The author argues that interdependencies between economic and transportation developments as well as the impacts of transport on object environment of the civilization can’t be examined out of the context of the theory of objective reality and human culture. If so, the logic and the very sense of growing transportation demand are both predetermined by prevailing value behavior and by essential features of the epochs and processes.

SCIENCE AND ENGINEERING

36-43 222
Abstract
The article is devoted to experimental researches of resonance oscillations in the seaports of Sakhalin region. The author has discovered that a wind-caused sea roughness is developed when strong and sufficiently long winds blow along the coast. This roughness transforms then into infra gravity waves that subsequently cause back-and-forth sea motion phenomenon. The comparison of computed parameters of alternating motion for Kholmsk, Uglegorsk and Korsakov seaports with data on location has proved the matching of calculated and observed periods of the phenomenon in bays’ waters.

Abstract
The authors publish analysis of computer-aided finite-element simulation and analytic model of multilayer beam of the body of double-deck passenger coach 61–4465 of Tvier rail carriage building works. The conformity of the received data to the tests on location has been confirmed by Tvier institute of rail car building. The bench-test of the body was conducted under the longitudinal 2 meganewton compression along automatic coupling axes.

The authors are patentees of a device described in the article. It helps to pull out a vehicle from the mud without leaving from inside the car and doesn’t need any efforts. It’s a comfortable issue for women.
56-60 236
Abstract
The author depictures a technique of pneumatic blowing which is alternative to tamping straightening of a stone bedded track. He analyzes Russian experiences at the test rail circle, under low freight traffic, as well as practices of manual and machine pneumatic blowing at the railways of Australia and Great Britain. The article contains technical and economic comparative results of current operations.

ECONOMICS

62-69 192
Abstract
The marketing approach towards differentiation of railway lines determines the necessity to separate out the business entities of engineering complex of Russian railways as well as to assess all possible effects of the implementation of such differentiation.
70-75 218
Abstract
The article analyzes some modern approaches towards solutions used to engineer and modernize railways. Net present value is deemed to be a criterion of assessment. This method allows considering the main features of the subject with greater validity. These include cargo traffic changing during the given periods, volume and dates of investments, onflow and flight of capital during the estimated period. The author has proposed a method to outline technical developments of a railway.
76-81 212
Abstract
The author outlines topics of implementation of common strategy of development with the objective to create competitive advantages and their embodiment for a ship repair works of Kola Peninsula. The aim of the research is to raise the efficiency of a given business entity and of the regional economy as well.
82-85 161
Abstract
The author argues that the conveyance process demands upgrading, better employment of fixed assets and rational approach of investment resources. He outlines the projects of modernization of transport machinery and infrastructure and advocates for modern economic mechanisms, accessible and easy solutions.
86-92 205
Abstract
The authors describe the principal methods to calculate the estimate at the stage of investment planning and study factors and reasons of substantial difference in costs of construction of different railways. They made an attempt to prove the necessity to consider different nature of engineering installations, to elaborate the cost rates on the basis of statistical analysis. They also put forward a structure of methods to be used to calculate divers kinds of works and operations.

ADMINISTRATION, MANAGEMENT AND CONTROL

94-101 161
Abstract
The authors outline the importance of intellectual railway station systems for improving of quality rates of train operations and switching service. They propose a comparative analysis of capacity of computer-aided controlling and of an oversee, a duty yardmaster. They point out the specific mechanisms of decision-making.
102-109 318
Abstract
The authors analyze and simulate system approaches of passenger traffic in capital megalopolis. The logistics mainstream and a need for concerted management of human traffic in the city and in the suburban area press for intermodal form of transportation process.
110-117 276
Abstract
The authors put forward a problem of short-term planning of local operations at the railway station and propose mathematically simulated decisions there-of. The proposed algorithm considers the time of arrival of the cars and their distribution between the tracks towards unloading facilities in order to allow for the highest possible volume of 24 hours discharge.
118-123 190
Abstract
The authors discuss a newborn creative environment in Internet networks and possibilities to use it to implement innovative ideas. They put forward some examples of crowdsourcing, notably for transport.
124-128 155
Abstract
The author describes general problems of local car operations at railway stations and studies specific issues of using of additional sorting installations, of a choice of optimum number of tracks. He looks forward to get a common formula of total costs of sorting, calculates some interdependencies.

ENGINEERING ECOLOGY

130-137 165
Abstract
Hierarchically sophisticated structures, like transportation complex, request specific means of environmental planning and management. Therefore, both criteria and tools of ecological assessment of real state of the industry are equally important. The author proposes techniques to identify ecological aspects, notably the significant ones for environmental protection.

Abstract
The authors argue the importance of analysis and forecasting of managerial decisions, based on a certain common quantitative estimation of traffic safety, for sustainable developments of transportation. The assessment of accident, ecological and economic risks which runs a train at its itinerary is deemed to be less complicated task. Moreover, the authors give an example of such an assessment for construction of a track section between Tommot and Yakutsk.

Abstract
The recent political events pose a question: whom to blame for social infantilism of modern youth? One of possible answers is that the universities have lost their educative function, so the younger generation misses leadership and management skills, capacity to solve pressing issues. This deficiency of higher school is than more dangerous that we witness the growing Internet dependency of the young
