Распределение рисков спроса в автодорожных концессиях в России
Аннотация
Анализ мирового и российского опыта заключения концессионных соглашений в транспортной сфере показывает высокую зависимость успешной реализации проектов от эффективного распределения риска спроса между концедентом и проектной компанией. В статье рассматриваются основные факторы, влияющие на распределение рисков спроса в российских автодорожных концессиях, а также делаются выводы и предположения автора о существующих и прогнозируемых тенденциях, связанных с рассматриваемым элементом концессионных проектов, в том числе о переходе от проектов с прямым сбором платы к проектам, использующим механизм платы за доступность.
