SURPLUS TARIFICATION AT RUSSIAN RAILWAYS
Abstract
The article is extracted from the issue 30–31 of the journal «Zheleznodorozhnoe delo» (Rail Business) of 1900, pp.225–226. The author, who signed the article by initials A.R., considered that the main problem was related to qualification of rail staff who was often unable to apply the correct rate among a very complicated system of special tariffs. The author argued that staff was relatively underpaid preventing thus railways’ management from hiring highly qualified employees and reimbursement process for previously erroneously paid extra tariffs was not a simple one.
The editorial staff expresses the gratitude to the Library of MIIT University for the kind assistance in preparing the publication.
