В транспортной системе выделено пять основных функций: руководство, организация, планирование, регулирование и управление. В динамичной и внутренне связанной сложной системе железнодорожного транспорта изменение только одной позиции приводит к изменению многих других составляющих. При этом теория трактует управление всеми объектами процесса как единство целей разных иерархических уровней, объединённых стратегическими решениями, нормативным и оперативным планированием, сквозной технологией диспетчерского руководства.

The transport system has five main functions: management, organization, planning, regulation and control. In a dynamic and internally connected complex railway transport system, a change in only one position leads to a change in many other components. At the same time, the theory treats management of all objects of the process as a unity of goals at different hierarchical levels, united by strategic decisions, regulatory and operational planning, and through technology of dispatch management.
